TexTrans - Encapsulation of a scale/bias linear transform on raw texture coordinates.

Note: There is a lot of type-casting and copying in this function b/c I am not using arrays-of-arrays. I am intentionally trading efficiency in this function for runtime, rendering efficiency by using a contiguous memory layout all for 2D ararys (vertex info).
